4th manhattan sc page 262 Q9
The correct answer is

Brokered by the President of Silonia, the cease6re agreement mandates that Carpathian
forces cease their advance into Zapadnia, but allows them to engage in limited operations in areas
already captured.

In this sentence,' but allows 'should be parallel with the verb 'mandates'. How come a that-clause be parallel with an infinitive?

I don't think I get your question right but I think there are two things going on in this sentence.

the cease6re agreement "mandates" one thing and "allows" another thing. And I think both of these are parallel.

all you have to look at is "mandates" and "allows". both are verbs. done. you're trying to make things more parallel than they need to be..
