I would say "E" as well.

"will almost certainly appoint" because she "always repays her political debts ASAP" and "owes Lee support"

If the only way she can adequately repay is by appointing Lee, this answer seems to fit. Does "almost certainly" throw E off though? Seems like it'd be a more airtight answer if the statement said "will appoint"

I would go with A.

The mayor repays her political debts is given. So only if there is no other person

a) to whom the mayor owes a larger debt
b) who can be the head of the arts commission.

Only in the absence of such a person, can the mayor almost certainly give the position to Lee.

What is the OA please.
