No, don't think about pronoun ambiguity till the time you are not presented with its replacement in the other options. See all options except E use THEY (and option E is wrong for other reasons such as usage of Would)

Also, as THINK applies to journalists so THEY clearly refers to nuclear plants, also logically THEY can't refer to journalists as it's not journalists who will, or could, be made sufficiently safe in the future but the nuclear plants.
