a phenomenon most scientists agree

This part of the question 120 in OG 13. I modified it so that I do not violate the forum's rule.

An organization has declared that global
warming, a phenomenon most scientists agree to be
caused by human beings in burning fossil fuels
, will lead to XXXX

Is the meaning of the bold clause illogical?
Specifically, what is wrong with "human beings in burning fossil fuels"?
I am not a native, so I just find the phrase uncommon and I still can understand that "humans cause the phenomenon by burning fossil fuels."
