Please explain what is wrong with the meaning of the bold phrase.

The ABC Fund has stated that global warming, a phenomenon that is responsible by human beings in burning fossil fuels, will result in XXXX.

"In ___ing" basically acts as an adverb. It should describe an action.

e.g., Inventors often depend on dreams in devising new inventions --> "in devising xxxxx" describes the inventors' dependence on dreams, not the dreams themselves.

This sentence tries to use "in burning..." to describe humans. Nope.
