About the usage of Propose

Dear Manhattan Instructors,

As per the Chapter ( (Idioms), Manhattan SC 5th edition, there are 3 ways to use the verb Propose

- Propose That
- Propose Noun
- Propose TO verb

However, as per question 65 in the OG 13th, I notice that the verb Propose is used with V-ing

In a plan to stop..., the Army Corps of Engineers proposed building parallel to shore ....

Could you help explain this? Is it just another exception that I have to memorize or is it another way of using the verb Propose?

Ron, probably, you are trying to say that the word proposed is a noun but I think it is an Adjective. could you please give me an explanation? thanks

that poster was asking about the word "building".
in this context, "building" is a noun (like "swimming" in Swimming is fun or I like swimming).

"proposed" is clearly not a noun, since it is impossible for "__ed" to be a noun.
