'all those of' and 'those of all'

Results from the 1998 National Demographic and Health Survey confirm that, even when compared with densely populated countries like Thailand and Indonesia, the Philippine nation's fertility rates consistently exceed all of its Southeast Asian neighbors.

could anyone pls explain why E is correct? I chose D. I cannot really figure out the difference between 'all those of' and 'those of all', pls help.

Ok, I just realized why (D) is wrong, (D) compares coutries to fertility rate.

I think the difference is

all those of ---> each Southeast Asian neighbor has many fertility rates
those of all ---> each Southeast Asian neighbor has one fertility rate

yeah. this is a baseline error - you must train yourself to look for PARALLEL COMPARISONS.

choice (d) contains
even when compared with densely populated countries such as Thailand and Indonesia, the Philippine nation's fertility rates

that's not a valid comparison. since the non-underlined parts of the comparison are countries, the underlined item has to be a country, too.
