Could someone explain the ambiguity in "People who jog frequently develop knee problems"?

two possible meanings:

(1)
people who jog frequently ... develop knee problems
in other words, people who spend lots of time jogging may find themselves with pain in the knees.

(2)
people who jog ... frequently develop knee problems.
in other words, joggers in general tend to develop knee problems, regardless of how often they jog.
