Ok, this is how I understand this question.

E seems to convey that the merger was intended to create a film library not with thousands of bricks but with thousands of movie titles, for example. This changes the meaning of the sentence.
The author is actually trying to convey that the merger was intended to create a revolutionary film library and then modify the library by suggesting that thousands of movie titles would be made available to download from the internet. Hence, C seems the best choice.
I guess both 'with' and 'and' are acceptable in this particular case but I am not sure.

i believe that this would be an idiom case:

the merger of X with Y is correct
