Art museums do not usually think of their collections as capital or consider the interest income that would be generated if a portion of the capital would have been invested in another form.

Please explain why "were", is used in the answer choice and why 'b' ia wrong.

If - then clause rule

if I eat, then i will grow

if I ate, I would have grown

If i had eaten, I would have been growing.

If i were a millionaire, I would not have to work.

Last one is Subjunctive. You have to use plural Verb in subjunctive mood.

consider the interest income
that would be generated
if a portion of the capital would have been invested in another form

Clearly A,B and E are out on the base of if clause rule.

Out of C and D.
so U have to check whether is SUBJUNCTIVE OR NOT.

if a portion of the capital were invested in another form, the interest income would be generated.

Bare form of the verb, "be" --> indicates SUBJUNCTIVE MOOD.

if a portion of the capital was invested in another form, the interest income would have been generated.
