article(the, a, an) + present participle = noun

Hi,
I have often read in OG as a justification for an answer that "the" + "present participle" = noun. Is there any rule? Or any explanation? Please help me.

In general, if you can put "the" in front of something, it's a noun (or something that can act as a noun).
