Hello Experts - Wanted to ask about "There" in the above sentence (marked as Correct in the SC guide)

The antecedent of "THERE" seems to be buried in a prepositional phrase (In Antarctica) which I know for pronouns is a big no-no

"There" is an adverb, so the stricter pronoun antecedent rules don't apply. A practical test for adverbs: ask the question that "there" is an answer to. In this example, that would be "where can wells be dug?" Answer: "In Antarctica," which is fine/clear. Where/Why/How/How much questions generally indicate adverbs.
