BoomTown question

The question:

Boomtown urban planners expect the city’s population to increase by 10% per year over the next two years. If that projection....... exactly double the population of one year ago. what is the percent population increase in Boomtown over the last year?

I am getting tripped with the following: If the initial population is 100, why would I divide by 60? Isn't 60 the population 1 year out vs the population now? And why is the increase 40 instead of 21 if I am using a smart number of 100... Thanks!
