both X and Y as well

Hi,

I wanted to ask if the idiom "both X and Y as well" is a correct form or not.
It seems to be that adding "as well" at the end of "both X and Y" should be considerd redundant. However, I have seen some questions where the this format is considerd right.
Eg -
Most recovering heroin addicts seek to be free of drug dependency and others'
prejudicial treatment as well.
(A) of drug dependency and others' prejudicial treatment as well.
(B) both of drug dependency and also of prejudicial treatment.
(C) both of drug dependency and also from prejudicial treatment.
(D) both of drug dependency but also from prejudicial treatment.
(E) both of drug dependency and of prejudicial treatment as well.

Here the OA is E.
To me, A is a better answer choice than E.

Before I give my thoughts on this, please can you give the source of this problem? We can't discuss problems from bought resources due to copyright reasons, plus if it's a GMATPrep problem you need to post it in the right folder. Also, I'd be interested to hear your reasons for thinking A the better answer.
