8^a(1/4)^b = ?

(1) b = 1.5a
(2) a = 2

The answer is given as A in the explanation i.e Statement (1) ALONE is sufficient, but statement (2) alone is not sufficient.

But this doesn't seem to be correct, the explanation given in the review section assumes that the index from the derived equation 2^(3a - b) = ? is equal to 0
i.e 3a-b =0

Can somebody explain ?
