chapter 6, comparison

In california, UNLIKE Florida, the humidity is moderate
... it is correct per manhatprep

my doubt is: here something in california is compared with florida itself.. so the above should be wrong per my view.

please correct me where i went wrong in analyzing.

California is being compared to Florida. There are two ways to interpret the comparison: the way you mentioned and the one I just mentioned. The thing is, you don't get to choose the interpretation. As long as there is a correct interpretation that works, the sentence is fine.
