The house (of representatives/of Lords) is a collective noun. This is similar to United States, Congress et al..
Hence, this should follow a singular verb.

The House of Representatives HAS been...

Another example:
The House of Representatives has the sole power of impeaching, while the United States Senate has the sole power to try all impeachments.

try doing away with 'a warm-up' or 'unrequired clutter' (as far as looking for S-V Agreement is concerned!!)
like in this example it is 'of representatives' and then see what's the subject: 'The house'

this might help!
