comparison: does verb always have to follow as

Hello Ron
In a sentence such as the one below, does verb always need to come after as?

Jack used the same instruments as Joe.
vs
Jack used the same instruments as does Joe
first one is incorrect because there is no verb after as: is my reasoning correct?

both of those sentences are fine.

if the intended meaning is "does", then you do have to include the "does", because the default meaning of the sentence is the same tense as the original verb.
i.e., in the first version -- the one with no verb at all -- the meaning is the same as it would be with "did" in place of "does".
