Confusing SC(Parallelism)

According to a 1996 survey by the National Association of College and University Business Officers, more than three times as many independent institutions of higher education charge tuition and fees of under $8,000 a year than those that charge over $16,000.

A) than those that charge
B) than are charging
C) than to charge
D) as charge
E) as those charging

Confused between D and E. Picked E as I felt 'those' is needed to maintain parallelism with independent institutions

It is not a Parallelism Question but rather a Comparison Question.

You need to check what is being compared here?

Number of Institution that charge $8000 is compared with Number of Institution that charge $16000.


Using (D): more than three times as many institutions (...) as charge over $16000 WRONG

Using (E) the comparison will be correct.

IMO (E).

Please ask something more specific.

What do you already understand?
What don't you understand?
Which choices were you able to eliminate? Which ones did you have left on the table?
Is there a particular part of a particular answer choice about which you have a question?
Etc.

Also, you wrote that this problem is from "GMAT Prep 3", but, in my understanding, there are only 2 exams in the GMATPrep software.
Can you please post a screen shot of the problem?
