Contrast

I have one question related to sentence correction in the following:

In the Netherlands, marijuana has been legally available since 1976.
"•Coffee shops"– sell cannabis over the counter in many parts of the
country. However, more people have tried cannabis since it has been
legalized.

"However" is used as contrast here. But I don't think there should be any contrast here. I mean sentence after however is the consequence we are expecting from the preceding sentence. Could you please suggest if the contrast is correct here?

"However" is not appropriate given the context you have provided here..
