Methyltetrachloride is a chemical found in some pesticides, glues, and sealants.Exposure to MTC can cause people to develop asthma .In order to halve the nation's asthma rate, the govenment has announced that it will ban all products containing MTC.

To find an assumption ?supporting conclusion.

1. Exposure to MTC is responsible for no less than half of the nation's asthma cases.

this is the correct answer given. But looking carefully ,I doubt about the asthma rate ,which the argument talks about and the asthma cases which the answer choice talks about.
Aren't the two things different.
How must I support my answer if these two words are different?.

I see "rate" and "cases" as directly related (in the mathematical sense):

The asthma rate = # of cases/total population.

So if the # of cases is halved, the asthma rate would be halved.
