Does initial Ved modifier set the context as initial Ving do

Hello experts,
We know initial Ving sets the context for the rest of the sentence
coming home from school, Janny saw a goat.

Does initial Ved modifier set the context as initial Ving do?

A lonely house, inhabited by squatters, SITS near those buildings.
VS
Inhabited by squatters, a lonely house SITS near those buildings.
Are both same in meaning?

Moreover, is there any difference between the following two sentences?
a student accused of cheating may admit wrongdoing and accept suspension
vs
a student, accused of cheating, may admit wrongdoing and accept suspension

this kind of difference—"modifier blocked off by commas vs. not blocked off by commas"—is not tested on this exam.

In this kind of a construction, has the initial Ved modifier any bearing on the sentence that follows?
i.e
Has Inhabited by squatters any bearing on a lonely house SITS near those buildings.

As initial Ving has bearing on what follows, is any such relationship in the above construction also exists?

nah, sometimes the __ed modifiers can just describe the noun. see #29 in the 2016 edition OG.
