DOUBBT in parallelism !

Any real estate professional will tell you that the value of a parcel of a land is most directly affected by How extensively it has been developedand how close it is to a major business,

Both the bolded part of the sentecnes are parallel right ! but "how" is repeated in both the sentences isnt it redundant ? cant we remove 'how" after "and" ... please elucidate

The correct idiom is - determined by X and Y. Here the first thing after determined by is How extensively it has been developed. Y should be parallel to X i.e How close it is to major business
