doubt in flashcard - SC 26

Hi,

The 26th SC question in MGMAT Flashcard is as follows:

Question: Superintendent Jackson’s administration is beginning to reform the school system, hiring new administrators, an increase in security, and overhauling the curriculum.

Correct:Superintendent Jackson’s administration is
beginning to reform the school system, hiring new
administrators, increasing security, and overhauling the
curriculum.

However, i feel that "Superintendent Jackson’s administration" is wrong. A modifier can't modify a noun in possessive case. Here Adjective "Superintendent" needs to modify "Jackson" but "Jackson" is in possessive case. Hence it appears that "Superintendent" is modifying "administration". Hence this is wrong.

Please explain.

"Superintendent Jackson" is the guy's full title. Would it be wrong to talk about "President Obama's speech"?
