Doubt on ellipses

Dear experts,

I have a small question. Is the below sentence correct -

Natural gas is India's second largest energy resource and supplied exclusively to all states.

Can't I think that is is understood in the second portion after and...i.e,

Natural gas is India's second largest energy resource and (is) supplied exclusively to all states.

I think that the below sentence is correct.

Ram is sweet and honest.

Here also is is understood

Ram is sweet and (is) honest.

I know I am missing something, but don't know what. Could please clarify ?

if "is" is to apply to both parallel elements, we see that the two elements are not parallel. of course, the sentence makes no sense if the "is" is not applied to both, so this sentence cannot be correct..

i have to admit, i have no idea what this has to do with ellipses as your subject line indicates..
