Experts advice on Verbal Question

Unfortunately for the commuters who lost their lives when the bridge collapsed, the engineer was not honest at the preliminary public safety commission hearing, when he was questioned about the structure’s weight-bearing abilities.

a) was not honest
b) was not
c) was honest
d) had not been honest
e) had not been being honest

Need help on this question. Will post OA after some discussion. Found this question on a forum and I am not convinced with the OA.

Please read the forum rules before posting.

"Will post OA after some discussion" is not how our forum works. When you post a question here, you need to post:
"- The entire problem, exactly as originally written, with answer choices;
"- The official answer;
"- At least one specific question about the problem.

"I don't understand this question; please help" is unfairly general; it's tantamount to asking for a complete explanation of everything in the entire question. (For that, the problem presumably has an answer key.)
Instead, please ask specifics.
What did(n't) you understand?
What choices could(n't) you eliminate?
What particular construction(s) did(n't) you understand?
Etc.

Sorry for deviating from the rules.

The OA is D.

I am not convinced because it seems that engineers lied when he was questioned. Both actions happened in past at the same time. I feel simple past tense should be used for both these actions.
Please share your opinion.

You're absolutely right"”"”"was questioned" and "was dishonest" should be in the same tense. Bad problem, good observation.
