Extra Parallelism CH 11

I'm having trouble reconciling an issue with parallelism on Chapter 11 in the MGMAT SC Guide.

The rebels demanded the withdrawal of government forces from disputed regions, significant reductions in overall troop levels, THE raising OF the rebel flag on holidays, AND a general pardon..

From my perspective the adjectives significant and general messes up the parallel structure in the sentence. Am I missing something here?

Short answer:
This is an unrealistic view of parallelism"”and of language in general.
You're assuming that we always have exactly the same number of things to say about any 2 parallel structures.
Nope. We quite often have more to say about thing A than about thing B. That's life.
