General question about parallelism

Hi Ron/Stacey,

I have general questions about parallelism.

When two clauses, which may led by "that", "who" or "which", are in parallel. The second or third "that", "which"... can not be omitted?

For example, a sentence in Manhattan textbook:
Voters want to elect a president WHO genuinely cares about healthcare, the environment, and the travails of ordinary men and women, and WHO has the experience, wisdom, and strength of character required for the job.

Can the 2nd "WHO" be omitted, but the reader still understand the sentence is parallel?

the second "who" isn't strictly necessary.
the longer the two parts are, though, the more likely it is to appear in a well-written sentence. (try taking it out of that sentence—you'll find that the resulting sentence is almost impossible to understand in a single read-through.)
