general RC vocabulary question

Hi,

I recently came across a phrase that said

A recent study has questioned the value of X.

Now when you question the value of something , will that always mean that you think something is considered more valuable than it actually is ( I mean the above phrase will imply a negative sense)

Can this also mean that something is actually more valuable than it actually is considered to be (implying a positive meaning)

questioning the value of something will always have a negative connotation..
