Geographically Typical Australia

This refers to a table question from GMATPrep 2.1 Question ID: IIR000459

The question states "For each of the four categories of statistics, a state/territory is typical if and only if it is among the 50% of the states / territories that closest to the median value for that category." The answer solution has selected rows 3 to 6 for each category but I do not understand how they arrived at this selection!

Can you please explain first, what the above sentence means? Secondly, please can you explain the logic behind selecting rows 3 to 6 only for each category?
