I'll answer this today because I'm in a good mood. DO NOT POST IMAGE FILES UNLESS THERE ARE PICTURES IN THE QUESTION, OR MATHEMATICAL NOTATION THAT IS DIFFICULT OR IMPOSSIBLE TO TYPE. This problem is only one line long, and the solutions are two-digit numbers, which means that you are wasting your own time (as well as that of the other users here) by uploading an image. You could type this entire problem, including answer choices, in under 30 seconds.

There are 15 different integers. That means that there are seven below the median, seven above the median, and the median itself.

If you want the HIGHEST possible number, then cram the LOW numbers in as close as possible to the median. This means that the lowest 7 numbers should be 24, 23, 22, 21, 20, 19, and 18.

Since the range of the set is 25, the highest number would then be 25 more than 18, or 43.

Thanks for taking Ron's not-so-subtle hint and, to others, please do remember to follow the rule: only post image files if you can't show the problem properly with text.
