gmat prep verbal

can someone please explain....the rule...which necessitates using "have" as opposed to "has" here...i.e. the reason why A is correct and B is wrong? To my ear the reason seems to be embedded in the future tense "will" but i'm unclear what the rule is. thanks.

The computer software being designed for a project studying Native American access to higher education will not only meet the needs of that study, but also has the versatility and power of facilitating similar research endeavors.
(A) but also has the versatility and power of facilitating
(B) but also have the versatility and power to facilitate
(C) but it also has the versatility and power to facilitate
(D) and also have the versatility and power of facilitating
(E) and it also has such versatility and power that it can facilitate

Did you double check for the placing of 'will'? if the 'will' stays as it is then its hard to believe that A is the answer.

if possible, can you post a screen shot of the question?

But i think i figured it out. if you look at the parallel construction "not only meet the needs of that study, but also has/have the versatility..."
It becomes clear that because of use of "meet" - which is plural, we should use "have" which is also plural.
But overall the sentence is still confusing because it appears the subject of the sentence is "The computer software" which is singular. Does this mean that the construction within the parallel markers trumps all other grammar rules that may apply to the sentence?
MGMAT instructors, pls help!!!

"will meet" can be either singular or plural, so that is not the issue. The subject is "computer software" which is singular, but because the "will" applies to both items that are set up to be parallel, "will have" is the appropriate verb construction (you cannot say "will has"). B looks like the best option here, as A is clearly wrong (the "of facilitating" is also suspect)..
