Gorton Dodd bill requires - Subjunctive/pronoun question

In this question, we know that the correct answer is C because of subjunctive mood. But how is that possible? If you go by the rule of pronouns, each pronoun can refer to only one antecedent in the sentence. But in answer choice (C), "its" and "it" both refer to the bank. How is that possible? Have I understood the concept incorrectly? Also, how is the subjunctive mood being used here? I do not see the rule being applied as "requires that" + be
