Gusty westerly winds will continue to usher a seasonably cool air mass into the region while a broad area of high pressure builds, which will bring fair and dry weather for several days.

In the above sentence, the which modifies what actually?
is builds verb in this choice? What's the role of builds in this sentence?

Great question!

The noun modifier "which" is considered non-essential, which allows it to have a tiny bit of distance from it's target noun. In this sentence, the target noun is "pressure," or more completely "a broad area of high pressure."

The word "builds" here is a verb completing the subordinate clause "while a pressure builds" (while sub + verb). It is telling you what the pressure is doing (it is building)!
