A painkiller drug is being sold for three times the price, per milligram, as the
drug’s maker charges for another product with the same ingredients.

A. as
B. than
C. that
D. of what
E. at which

I´m not sure if the answer is C or D.

What grammar rule is used in this case?

I would say C.

being sold for three times the price that the drug's maker charges for another product.

'of what' comes close but it makes it a bit awkward.

being sold for three times the price of what the drug's maker charges for another product.

but the drug's maker is charging a price. So this is like saying

three times the price 'of the price'

I am just another GMAT aspirant; not an instructor. Though I take every precautions not to mislead the forum by not jumping in to things which I am not 200% sure about, my explanations should not be taken as an official explanation.
