I am confident that or I am confident

Hi,
In OG13(15), the following sentence was given as the correct choice for question #15.

......., but as a sign that households were confident they could safely handle new debt.

Shouldn't the sentence be:

......., but as a sign that households were confident that they could safely handle new debt.

I am confused with when must have "that" and when one can omit "that" in a sentence.

the only thing you need to know is that it's sometimes possible to eliminate "that" in these sorts of constructions.

the reasons are entirely stylistic, and the gmat doesn't test style issues, so you will NEVER have to decide whether to omit "that".

basically, the sum total of what you need to know is ...
... this sort of thing is possible,
... so don't eliminate it.

in case you're curious—
in most cases, "that" is eliminated to prevent repetition. not for any reason having to do with grammar, but, rather, because having two "that"s too close together is stylistically poor writing——in other words, simply because it's ugly.

......., but as a sign that households were confident that they could safely handle new debt.

^^ this is what they're trying to avoid.

again, you definitely won't need to know this, but it may shed some light on something that might otherwise seem frustratingly random to you.
