Tech COMPANIES are as likely as the AVERAGE COMPANY to fail.

Is this sentence parallel. Because "TECH COMPANIES" refers to "AVERAGE COMPANY".

In this case, there is a comparison between "tech companies" and "the average company". Since those two are logically similar, the comparison appears to be valid.

Shouldn't it be "an Average Company to fail" instead of "the Average Company to fail".

It could be either. We often speak of "The average ..." as a sort of imaginary archetype. For example, 'The average American lives until the age of 80.' is a totally correct sentence.
