Idioms

Hi,
There is a list of idioms in the strategy guide book (Sentence correction, Chapter 8 Idioms)
When it uses a word in a certain way, does it imply that using that word in any other way is incorrect?
For example, "Insist that". Does it imply that "Insist on" is wrong?
Also "claim to be", "Consider" "Whether to"....

Your help is highly appreciated
