Infinitive after comma,valid or invalid

Hello,

So I believe that an infinitive can never come after a comma.

og-sc-24-t582.html

But here is an example from GMAT Prep where this exact thing is correct.

despite-recent-increases-in-sales-and-cash-flow-t5893.html

So as usual,I am confused? Shout to all the experts!

That first link doesn't seem to work.

In the second link, the comma and the "to+verb" are completely unrelated constructions.
The comma belongs to the modifier that's been thrown in there ("in order to conserve cash"); in fact, both commas belong to that modifier. If you remove that modifier, the commas go away along with it.

More importantly, bear in mind that the GMAT doesn't test punctuation. So this is something that you really shouldn't be worrying about in the first place.
