-ing forms of verbs that have action nouns

Hi!

Can -ing forms of verbs that have action nouns of their own, make the -ing forms gerunds?

For eg. Action noun of cultivate is cultivation.
Can cultivating be a gerund?

Is one form preferred to the other?
