You can have any two tenses in the world in parallel, as long as the resulting sense makes sense.
Verb tense is completely independent of grammar.
From the standpoint of grammar, all verbs are the same. Any two verbs are grammatically parallel. Once you get to that point, it's a matter of context.
E.g.,
My cousin joined the Air Force in 1989 and will be discharged next year.
--> past || future (and active || passive, too).
In this context, it would be ridiculous to try to use the same tense (or voice).
MOST parallel structures will probably describe things that happen at the same time (or sequentially, or whatever). Therefore, MOST parallel verbs will probably be in the same tense, but this is certainly not any kind of "rule".
