(C) A culture of accommodation and constraint, Japan is a system of forms, etiquette, and images making its
[i know this answer is wrong, but i'd like clarification on the modifier "making". even though it is touching images, according to another problem explained on this forum, I believe it should modify "system" since the intervening words are all a series of modifiers]

"Japan's" means "Japan's culture". A possessive without a noun takes on the identity of another noun in the sentence..

In C, "making" modifies "images". In order for it to modify something else, you would need a comma in front of "making"..
