Low verbal score, do i need to retake

Hi,

I got 690 (Q-50, V-31). Verbal is only 58 percentile. AWA score - 5.5 . My GPA of undergrad (from IIT Delhi, India) is also not impressive (7/10, i.e. 2.8/4). I have 11 yrs of work experience.

I am targeting for PhD in schools of upto max. 40 rank. Should i retake the GMAT?
