Sorry, could you clarify your question? Are you trying to find out if admissions committees favor women coming from government backgrounds? I wouldn't say government experience is favored - it would fall into the category of 'non-traditional' and so would be looked upon as unique. But it would depend a lot on what your impact, role in the government was. Being a woman is an advantage, given the small size of the female applicant pool! But, it's not enough - you'll still need great scores, leadership experience, etc.
The average cost of an MBA varies highly. Best that you look at the financial aid sections of the programs you are interested in to see what they estimate the cost to be. Remember that in addition to tuition/fees, you have to pay for housing/cost of living, and you have the opportunity cost of missing out on salary for those two years.
