I believe the solution is B.

7 number set, Mode > Median?

(1) Mode is largest number: The median is the 4th value in ascending order. Therefore by using a number series it becomes apparent that the mode can be equal to or greater than the median. Insufficient to pinpoint what the extact relationship is.

(2) We don't know which 4 numbers are equal to each other. But whichever order you arrange them in i.e. first four numbers are equal, last four or a combination of middle 4, the median value (4th place) will equal the value of the mode.
