MGMAT SC Guide 8 Problem Set Question 11

Firstly, I would like to thank the entire MGMAT team for its efforts to make the guides truly comprehensive. I had a question about the following -

Based on the recent decline in enrollment, the admissions office decided to reevaluate its recruitment strategies.

The answer says "Based on"should be replace by "Because of"

But the admissions office seems to have decided that its no longer recruiting because the enrollment is low. Another post around a similar question seems to push for an option which has the modifier "stuck" next to the noun-phrase -

Can esledge/other Gurus kindly look at this?

you seem to be suggesting there is some sort of inconsistency in our treatment of this issue, but i can't see what it is. can you be more clear about what your question is?

I felt that 2 similar problems - one from the MGMAT SC examples and the other from the OG have differing explanations.

The OG question posted on a forum -
viewtopic.php?f=2&t=4104&view=previous
" "Based on the analysis presented in the report" becomes "WHAT was based on the analysis?" Answer: a decision, which is exactly what we find after the comma. This modifier is correct.""

The MGMAT SC question is the one I referred to in my first post in this thread.

Please let me know if both questions represent the same type of flavor for this question type.

"Based on" can only modify nouns. so, the sentence you've quoted above is incorrect, because it implies that the admissions office (not its actions!) is "based on the recent decline in enrollment".

The same goes for "due to", which would also be incorrect here, for precisely the same reason.
