The verbs listed are shown in the infinitive form: to advise, to allow, to forbid, etc. The verbs still need to be conjugated properly in order to match the subject of the sentence.
She allows him to study with her.
We allow him to study with us.
The book is not saying that the verb does not need to be conjugated. It's just saying that, when you follow some form of the verb "to allow" with a command subjunctive structure, that structure is in the infinitive format (in the above examples, "to study" is in the infinitive).
