yes, this sentence is an exception.

"why is the exception allowed?"
two reasons:
1/ if a traditional comparison structure (with "than xxxx" at the end) were used, the resulting senence would be confusing/virtually unreadable: there would simply be too much stuff in the way.
2/ there's no way to place "than xxx" in front of the other part of a comparison. so, they opted for the construction seen here.

AS ALWAYS,
if a gmat sentence contains a "weird" construction, or something that's an exception to normal rules, the question will NOT depend on the weird thing.

for instance, the issue at hand is a non-issue, since "compared..." + "less xxx" is present in ALL of the choices.
