Modifers cannot modify across......?

In one of the video lectures, Ron said "modifiers cannot modify across AND, BUT etc.".
My question is whether there is a list of such words across which a modifier cannot modify. Regarding "and" and "but" this concept works great, so I need to know such words.

this is a very vague statement, and one that may have even been taken out of context. can you give any examples of what Ron said was okay and what wasn't?
