not only X but also Y

Hello experts,

as is known that idiom Not X but Y has many variations( , Not only X but also Y etc),
I want to ask that if not only appears in the sentence, does this necessitates that but also must follow?

similarly, does the appearence of neither necessitates that nor must follow( i know from official material that nor can come without neither but is vice versa also permissible?

in the first thing you're asking about, the parallel structure is "not ___ but ___".
the inclusion or exclusion of adverbs (only, also, etc.) is based purely on context.

also, no, it's perfectly possible for "neither" to appear by itself. (Ralph voted for neither of the two main candidates.)

can i construe that but also can appear without not only.
not only does not necessitates that but also must also appear.
Thus, it all depends on the context.
right?
